S26 Ultra bought from Samsung shows as locked when transferring esim from old phone

I have an S25 Ultra on Xfinity account and just purchased an unlocked S26 Ultra from Samsung. I transferred everything between phones but when trying to transfer the esim, it says I need to contact support. On the website, when I enter my IMEI, it reports that the phone is locked by "unknown".

Of course the assistant can't do anything to help. He says all associates are busy and sends me to request a callback, which doesn't work. 

I haven't dug out the little tool but I am hoping that if I transfer my physical sim over, it would work. Is there any way to get the esim to work other than calling and waiting on hold forever?
