Need to upgrade again for the iPhone 18 Pro max deal

Last year I had to upgrade from the unlimited plan to the unlimited premium plan to take advantage of the iPhone 17 pro max deal. This is when I was about to upgrade it is requesting me to upgrade to the new plan Mobile plus. Is this how it works that I have to upgrade to the next plan each year to take advantage of the mobile deals? What about customers who were on the premium plans?
