Is there any way AT ALL to get ONLY a smartwatch

I have an inactivated Xfinity mobile line.

I WANT a smartwatch Xfinity line.

I specifically and ONLY want the Smart Watch. I do not need the inactivated Xfinity mobile line. Is there any possible way for me to have a smartwatch line without the regular phone line? If not, why?
