Dispute help

This is my third time trying to post a plea for help

i need help

i am disabled.   One of my newest issues is paralyzed vocal cords.  It is very painful to speak. 
I have spoken to several agents trying to get account credited.   I was charged twice for new phone deposit. Neither bring the correct amount.  I am also being billed twice the amount for new phone that I purchased using a rewards code. 
please I need help I cannot afford these bills.  Please help
