Devices unlocked

I have fully paid off my iPhone 13, but I am facing an issue with unlocking it. Despite settling all payments, I have been informed that it cannot be unlocked because of a previous insurance claim with Assurant. I am requesting either the phone to be unlocked as I have fulfilled all payment obligations, or alternatively, a full refund for the device.
