Comcast Xfinity predatory practices with no refund

My parents were taken advantage of with predatory practices.  After talking with an Xfinity representative to find a way to lower bill, they were "given" two iPads and signed up for cellular service.  This was even after they said they didn't want new cellular service and were happy with their current provider.  The service representative didn't even explain to them that they were currently paying for a landline service through Xfinity, even though they don't even have a landline phone.  After hours on the phone with Xfinity, we were ultimately able to return the devices and cancel the Xfinity mobile account.  However, Xfinity still will not fully refund them.  Xfinity is operating with unethical and predatory sales and service practices.
