Cell phone upgrade

Hello 

I just went into your Rutland VT store and all the staff was great in helping me. Michael deserves a promotion and raise 

I'm confused about one thing, a sign outside said I could upgrade to a Samsung S24 on Comcast for free 

Yet when we went to do it it increased our monthly bill by over 30 dollars for each line of which I have 2. 

So obviously the increased bill indicates it's not free. 

I find this false and misleading, can someone please explain it to me
