Can’t upgrade my phones

I have been trying to upgrade my phone on a payment plan but it won’t let me as it says I already have too many lines. I have both mobile and internet and have had my phone for almost a year. I have never missed a payment and no one in customer service can help me as they don’t have an answer. They keep telling me to wait a little longer….. I never get a real reason of why.
