Can't get the security PIN from xfinity mobile

I followed the steps to transfer a number out. The system shows "A security PIN was successfully sent via text to (408) xxx-xxxx." But the phone never received the text. I tried to send to the same number from another phone, the text system works.

Is it true that Xfinity will try its best to prevent you from porting out?
