Assurant replaced unlocked BYOD iPhone with one that’s locked. Please help

My original unlocked iPhone 17 pro was purchased from Apple and was a BYOD on Xfinity’s network. Had to file an insurance claim thru Assurant and received a replacement iPhone 17 pro that’s locked to Xfinity’s network. I waited the 60 days after activating it hoping the carrier lock would be removed but it wasn’t. I have been battling Xfinity tech support, assurant tech support, and went to the Xfinity store nearby and literally nobody can help me. I want to use this device on any network I choose since I paid outright for it and now I’m locked to Xfinity. This has been the most frustrating experience. I found a post on here from a few months ago and my experience mirrors the other person’s. I keep being told to wait 24 hours for the unlock. Nothing. They say it’s unlocked on their end but my phone clearly states it’s carrier locked in settings. Please help me
