Past due on old account/ new account charges without services

I recently got a new Xfinity account on my address, but I had an old past due amount on my old account on the same address. My new account has been charging me $66 a month for the last three months. I haven’t been able to use the services because I have an old past due on another account on the same address. Is it possible to Transfer the payments from the new account to the old account to bring it active
