Fiber Line Burial

My fiber internet was installed a couple of weeks ago and there is a long cable that is still stretched through mine and my neighbors yards including a giant spool that is preventing several of us from mowing and also poses a large safety risk. Who can ensure there is a ticket and provide a timeline on when this will be buried??
