Customer had a stroke, house was severely hoarded, during total house cleanout, cable box was destroyed.

I am dealing with my brother in law's severely hoarded home after he had a stroke.  Everything in the home was contaminated and the house was going to be condemed.  EVERYTHING in the living room was taken to the dump, including i'm certain whatever Xfinity cable box, etc he had.  He is now getting letters from Xfinity saying he has to pay for this equipment.  Are there any allowances ever made for situations such as this.  He is still alive but in a care facility and is losing everything he had.  Is there any live person I can contact regarding this situation since I am the one dealing with the total cleanout of his former home?
