activating XW3 without tablet

I have bought a house where the previous owner installed several Xfinity Home Security cameras that use the XW3 power-over-ethernet adaptor. Are the Y-cable and tablet both necessary to get these cameras working? or can they be activated/installed using the Xfinity smartphone app? The smartphone app works with the XW4 but so far no luck with XW3.

by "tablet" I mean the sort of touchscreen that I would presumably get if I purchased Xfinity Home Security.

Another way to put the question is, if one puts both camera and the XW3 adaptor on the same LAN is there a way to "install" that camera using the iOS smartphone app?

sure, I see that section. It refers to the "complete kit" for the camera. Having moved into a house that is already wired with a bunch of XW3s, I don't have that. Specifically, I don't have the Y cable that is mentioned on the web page that you cited. 

Was this cable actually included in the box that customers received? From the looks of the attached picture, it doesn't seem to have been included. Maybe it was something that the installers brought with them? Sercomm's manual directs users to "contact your dealer" if any items are missing.

If there is one of these cables sitting on a shelf in an xfinity store somewhere, I'd be keen to borrow it.
