Xfinity Support

I have several issues that are not being addressed when I am working with the call center. 

1. I was billed $20 and change extra for my most recent bill. They say "balance forward" but I've paid all of my previous bills on time. When I ask why there's an additional charge, they just say that charge is supposed to be there. 

2. They offered me a free upgraded modem, but the new one says it's not strong enough for the service plan I have.
