Xfinity service tech telling me that they don't install the outdoor junction box

So, I am own a property in Winchester, VA. When the 8 townhomes were built, I had a service tech come out and survey the property, he told me all the wires are above ground and once construction is complete they will come and add the junction box. But, now that the construction is complete and the tenants are requesting service, they are telling me that the construction company or the electricians should be the ones adding a junction box to the property and they cannot do anything until that is done. I have tried putting in a ticket to Xfinity, but they are unsure when they will be able to come out there. I just want to ask whether it is the job of the construction company or Xfinity to put in the outside junction box?
