Xfinity rewards Bluetooth speaker

I received the speaker and am having issues with connecting to it. Prior post have directed me to consult a manual.

My speaker arrived without a manual and it doesn't appear as a device that I can connect to.

The device has been charged. When powered on, a blinking blue light appears. I believe that this means that it is available for connection but neither my phone nor my tv can detect it?
