Xfinity pedestal cracked

We had service installed in 2018 and have been having issues with slow response and other connectivity issues. We’ve called multiple times over the years and were told “it’s on our end”. We replaced the first Comcast router with another Comcast router with no change. No tech has ever come out and today I noticed my neighbors pedestal at [Edited: "Personal Information"] has an open crack just enough for water intrusion which would cause a number of issues. It looks like it was done at install since the top center of the pedestal has a 3” circle slightly raised like it was pushed down to hard and a 3” crack extending out from that raised area. So we need a tech to come out and check the neighbors pedestal.
