Xfinity is conducting [Edited] Planned Outages

I have an important meeting approaching. I found out there was planned outages in my area for 6.5 hours today without warning. I'm never given a heads up on this. 

I had to get on the Xfinity app on my phone to find out. If it's possible interruptions for the next 6.5 hours why does the app say I'm not affected by the local outage when my connection is intermittent??
