Xfinity gift card reissue

I have two gift cards that I got with purchase of a new phone that were never used or activated. As far as I am aware federal law says the funds don’t expire for 5 years so a new card can be issued. The problem Is the website on the card is inactive the phone number says the program was closed. The new website says the card is expired and the agent at the reward department says this card was issued by a previous company that they don’t handle.  Is there somebody that can help with this? Any suggestion would be greatly appreciated.
