Xfinity Comcast won't repair downed line

We've had a line in our backyard that's been hanging down to chest level for months now.  I've made 4 appointments now through customer support chat and each time during the scheduled window no one shows up.  I'm not a customer so they won't service me, I need this fixed now.  It has been a huge safety risk, chat does not help or actually schedule appointments, how can I schedule someone to fix this?
