Why is Xfinity customer support so terrible

I tried to get questions about my bill answered. First the automated phone line kept sending me texts to chat with an automated chat system that didn't even give me any information I needed and got stuck in a loop. When I finally got past that on the phone it kept trying to restart my modem - I didn't need my modem restarted, I needed to ask about my bill. Despite saying that I had questions about my bill over and over it kept trying to restart my modem.
