Why is my service disconnected?

I thought Fios was bad, signed up for Xfinity internet a bit over a month ago and I still have no service. I logged into the account and see my service is disconnected, the service never started; it took x-finity about a month to have underground lines placed, then no tech has come to the house to finish the install. So why is my service disconnected? X-finity is even worse than Fios.
