Why can’t I connect with live agent on chat or phone

I finally reached agent live on chat however she didn’t answer billing or plan changes 

so she just repeated I was past due

There are no LIVE Agents working at Comcast/Xfinity.

This is my comment before I registered for the forum. Have been trying to make changes to my programing but keep getting the run around back to billing. Very poor customer service.
