Why can't cable damaged be replaced (on temporary cable for (66) business days... and counting).

There was a lightning storm mid February.  The main cable running from riser pole to pedestal (underground .500 coax cable (or maybe .625)) was supposedly damaged (even though they ran a temporary RG-11 cable and still did not work until they replaced the tap in the pedestal).  It has been since Feb 19 and I'm still on a temporary RG-11 cable (from pedestal on corner of my lot), across sidewalk, in gutter around my neighbor's house to riser pole.  It has been (66) business days... on a temporary cable.  I have called numerous times and are told (14) business days every time I call.  There are still not utility locates (which will be required before they can do any subsurface work).  This is the worst customer service (and this affects everyone down from my pedestal also).  The temporary cables is laid across sidewalk and in gutter across driveways.  The temporary cable gets walked on, bikes rode over, and cars driven over (across driveway).
