why are they digging in my yard

Why is it ok for Comcast contractors to just start doing a project in our yards with no notice?  I am highly uspet that there was no communication on this.  And now they want to put these ugly green junction boxes in everyone's front yard.  This is absolutely unacceptable and I would like some answers and the green box replaced with something less conspicuous and flush with the ground.

Why is it ok for the subcontractors to start digging up yards and putting in fiber optic when no notice to homeowners was given? They also didn't measure to be within utility easement until after we started complaining.  We are beyond frustrated with them and no one is able to speak English when asked. We would also like a flush with the ground cover instead of the green pillars that are a complete eye sore to our community. Where is the permit? What are the limits of easement access? A notice of work that would be completed, the exact work that is to be done, and a timeline would be sufficient. NO NOTICE. NO COMMUNICATION. ZERO Also, when we asked the subcontractors to stop with the work until we got answers from Comcast or the Lee County Unincorporated about permitting and our rights as a homeowner, the subcontractor called the police and accused us of cutting the fiber optic. We have a camera facing that area.
