who to contact about a damaged pedestal and exposed cable

I have a pedestal next to my driveway that is completely broken, I have to keep setting it in place and their are exposed cables near it in my flowerbed. Who can I contact to get this taken care of?

Thank you, I have sent a direct message. Will this be assigned a ticket number or something so that I can reference something if I have to get back in touch? What would be a reasonable time-frame for this getting done so that I can get back in touch if it is not done?
