When will existing users be offered the 1 and 5 year fixed rate plans? In April Comcast said it would be "in the coming weeks"

When will existing users be offered the 1 and 5 year fixed rate plans?  In April Comcast said (on their April 17 post on Facebook, official Comcast account) it would be "in the coming weeks".  Do we all have to quit our service, go to AT&T for 6 months and then return as a "new" customer to get this deal?
