We’re sorry, your account isn’t eligible for this Peacock offer

I signed up for new service with the promise of 2 years of Peacock Premium; when I choose the activate option it first said there's a problem, and now says "We’re sorry, your account isn’t eligible for this Peacock offer". This was included in my signup offer, is this a bait and switch?
