Waiting 6 weeks for a response to construction ticket, keeps being closed out

Hi, we are working on trying to get a serviceability  survey done at our home. We have been told multiple times the cost would be $2500 which we are willing to pay to extend services to our home but then nobody calls us and the ticket is closed. We want to speak with the construction department and if the address is not serviceable at this time, we want to speak to someone about why so we can find out if there is anything we can do in the future. We have called many times and every time they say they’re “reopening” the ticket with no good explanation why it is closing and then we never get a call or email from the construction team.
