Utility box Never Added to yard

I have been trying for 7 months to get a utility box added to my property. It's lie after lie after lie. Why can't I get a truck to come out here and just put a utility box in? Can anyone offer me any advice on how to actually get this box put in? I was on the phone for an hour last night with an agent who assured me this would get taken care of near immediately because it's a tripping hazard and puts Comcast liable for injury. This morning the ticket was closed without explanation. Here's a photo showing what it looks like. Why is this so hard to fix?

There are many factors that can potentially be impacting the ability of addressing this, but I would like to take a look at things on my end.
