Upload of 1 gig plan is way slower than offered 35Mbps why?

Hi, so I had the plan right before the gig speed plan and my upload was 25Mbps, I do the switch-a-roo and I get 23-24 Mbps upload speed and never reaching 25Mbps, and I'm curious as to why.  Why is my speeds so slow compared to 35Mpbs. I know it's trivial but 1Mbps slower than what I had, and 11Mbps slower on the upload is a big deal considering I payed a higher price for a faster speed plan. My modem is a docsis 3.1, 1 gb rated modem and router. I use hardwired, but I have tested the wifi and it's the exact same on the upload. The not so techs from xfinity seems to know nothing except restarting your modem/router and keep offering me deals out of the blue while calling about "THIS ISSUE" when calling on the phone and live chat. "ex: Hello Sir I have a problem with speeds, "Sir" Hi did anyone mention to you that you can save an extra 20 dollars by porting over your mobile phones" "Me: Umm You didn't even answer the question as why I called you.""Can anyone tell me what I can do if anything and what to expect or mention to the people you call for help. Thanks to all.

40mpbs is the limit unless you were lied to by support and told it was 100mpbs, then it is still 40mpbs.

@user_b259e3​ I will be happy with 35Mbps like I was told, but I'm not sure why it's still stuck at 23-24Mpbs what the tier b4 this one was at? Puzzled.
