Unlink account that is not my address

I need help unlinking an account that has never been active, is not the correct address, and is preventing me from creating a move request for my actual move and actual address.  I cannot unlink and get the following error message: 

This account can't be unlinked yet

You're still the primary user on this account. Please switch to "7307 Woodstone Circle Cir" and transfer your admin rights to another user before trying again.

This has been a problem for weeks.  Please help remove this from my account so I can put an actual move request in.
