Under ground cable issues

I have request for the area supervisor to call me about the cable that has been buried 2 times now and still exposed creating a liability. They weren’t supposed to bury cable again on property without me present. I made an appointment and they came before the without calling me and again did a poor job of install the cable below the ground leaving themselves open to liability again.
