Unburied cable through multiple front yards for years

We've only been residents for a year but this cable apparently according to the neighborhood has been unburied for years. It runs from the pedestal across 5 different sidewalks into the last home. This poses a tripping hazard as my kids have tripped over it multiple times playing outside.
