Unburied cable and toppled pedestal

Two locations in my neighborhood have unburied cable lying across the grass, posing tripping hazards and risking damage from landscapers. The pedestal to which one set of cables is attached has fallen over and is lying on a retaining wall over a sidewalk where children and pets walk. It also looks bad. How can we get this addressed?
