Unauthorized money withdrawal from my account

I never gave them permission to take $319 for my account I never had automatic withdrawals before I just paid the bill $120 and then they took $319 for my account without my permission. That's illegal and they said I'm going to get refund and they kept giving me the runaround and they never gave my refund then they changed their mind saying that I don't get a refund! That's illegal to take it from my account when I did not authorize it! And I didn't even owe that much money! And again just paid my bill 4 days prior! And they will not let me speak to a supervisor or anyone in charge they keep hanging up and say a supervisor will call me back and  they never do!
