There is a large fallen tree limb hanging on the public cable lines in my neighborhood. Is it possible to have someone remove it before it creates a problem?

Comcast doesn't do tree removal. Depending on where the tree is located [on your property, a neighbors property, on city easement] you may have to pay to have it removed by a tree removal service or by your city.
