Transfer of Ownership Request

I have submitted a transfer of ownership request more than a month ago now and there was been no update or communication from anyone. I've chatted with multiple live agents and by phone to ask about the status of this ticket and all of them have told me that it will be resolved soon and it still hasn't. I have been charged for the bill because this hasn't been resolved sooner. I'm not sure who to reach about this.
