Temporary Cable in the road

There has been a large cable with a rubber protector on it laying in the road in front of my house. It has been there for at least 9 months. I called several Xfinity contacts and a sub-contractor in March and I have been in contact with them several times in the last two months. This is a hazard in the road and has caused at least one child to crash his bicycle. I don't understand how a company this big can let something go for close to a year.
