Tablet line never activated and I'm being charged excessively

I I bought a tablet that included a line 4 months ago as of today the line is still not activated and it has become a real issue I have called several times to Xfinity's customer service and have received negative results on top of that I found that Xfinity has been over billing me. At this point in time I'm ready to cancel my service
