SUMMARY OF CHANGES to Residential Services Agreement
Where can I find a SUMMARY OF CHANGES to the Residential Services Agreement that takes effect July 3, 2021? I don't want to have to read the ENTIRE agreement from start to finish.

Nowhere. Comcast doesn't provide one, only the vague "we updated our service terms and conditions in order to make our Xfinity Residential Services Agreement simpler and easier to understand" stated in the email notice.
There's no choice. Unless you can find a "Changes" write-up by someone you trust, reading the whole agreement is the only way to find out what you are agreeing to.
https://www.xfinity.com/Corporate/Customers/Policies/SubscriberAgreement paragraph 9b ("How we may terminate or suspend Services") is a real hoot, and although the policy is probably long-standing, the current version contains language that I don't believe has been a part of the "Comcast Agreement for Residential Services" until now:

Eleven pages: give me a break. Well, if I can find the old Residential Services Agreement maybe I could do an automated "differences" search. But Comcast is perfectly capable of writing up a summary of the changes, with references that would allow us to verify.
More fodder for regulation one of these days. And maybe someone at Comcast (hello, Comcast Vianney) has to read all our venting and thus has job security.
