Status on Ticket

Hoping to get status on ticket [Edited: "Personal Information"]?  A main Comcast line between telephone poles has been disconnected from the pole in my yard and the line has collapsed into my neighbor's yard, she wants it fixed (she's not a customer).  This line has been down for almost two months, numerous techs have looked at it since (they all say it's a 'construction crew' job & they can't fix it).  Neighbor is escalating this to the City of Elgin as Comcast has given no commitment to fix since it's not an 'outage'.
