Speed issues not being supported

I am not getting my account agreement I am signed up for my internet connection shouldn't be always a problem or being slowing down wen you only use 150 of your speed so I called then they just told me I had to update my account then told me I have to pay extra 25dollers and I just get internet for the flexbox and ps4 and it doesn't seem to have enough like someone's running off my internet connection or something
