Smart Ticket

In the past week I've had 3 technician's come out to my new construction. Every one said they put a smart ticket in so I can get construction out here to put in a tap so they can run a cable to our house. I've never received an email notification for those tickets and customer service is awful. I spoke with 5 different people in a span of 3 hours and it still hasn't been fixed. I was told someone would be out in 72 hours to do the construction but that was a week ago. How can I reach the correct department to get what I actually need done.
