Slow internet

I pay, and have paid for 1200 Mbps for almost three years. I rarely get above 270ish. It's supposed to be unlimited (which is a myth and false advertisement) but slows down even worse than the 270 speed I'm pretty much always at. I have spent countless hours on the phone,  online,  and inquiring developers to no avail.  Once I finally beat my way past ixfinity's robotic customer deterrents I find myself trying to communicate my issues with someone who knows almost nothing about ixfinity and barely speaks even broken English.  It's the Philippines,  India, and Jamaica that are trying (bless their hearts) to help me all the way in Washington state. I feel absolutely ripped off. I've had three different routers and nothing has worked.  Also,  I cannot log onto my router to configure any type of VPN, never have been able to.  I've spent hours just trying to explain what I need or even how to log into the router or what a VPN is. I was told that they don't have the knowledge to help me and that I should basically go pull myself.  I'm so over overpaying for a service that is worthless.  It is appropriate to also mention that I was informed that all internet providers purposefully slow your speeds down after a while and mask said speeds at the router. So when you run a diagnostics test through their app  it will show what speed is going to the router but not what the router is actually putting out and then on  to your devices.  I don't understand how any of this is not criminal in nature.  I spent three hours just tonight to be told I could have a $50 credit.  Not even close to good enough.  Now they're sending another technician to do what the other three have already done.  It's big tech. Companies sticking it to you around every corner. So, now that I've said how my relationship with ixfinity was progressing,  has anyone had anything similar go on, and/or any solution besides the inevitable option of horse drawn bugy days?
