Slow hotspot

I have used none of my hotspot data yet this month, and now when I'm trying to use any amount at all of this months allotment, specifically to connect my handheld gaming device, I can't even secure a connection due to timing out issues, that's how poorly my phone is routing data. Why is my connection so poor? I need the speeds of my upload and download bps fixed so that my hotspot network will be running fast enough to connect, even only just 1 single device to the mobile hotspot data, I should be able to get at LEAST that much....  consumption....
