service in new construction

I have initiated an account. I have talked to 3 people and none can get me to the right department. 

In a new construction, who runs the cable from the poll, underground, and to the house? How do I get this scheduled?

Thanks for reaching out, user_4gg9tw. We would want to first ensure serviceability to your new location. Once that is completed, a technician would need to be scheduled to either install services, or evaluate what departments are needed to be involved to complete service to your home. They may need to call in our construction, or underground team depending on the circumstances. We can get this rolling for you, please send us a direct message.
