Seasonal Convenience Plan - Broadcast Fee

I have been a customer for 20+ years.  I have my cable service on seasonal/vacation hold (Seasonal Convenience Plan).  I am charged $8.00 per month to have my cable "turned off" until I return home.  AND... I get a charge for $20.55 for the Broadcast Fee.  (And...of course fees and taxes).
The definition of Broadcast to me is "to transmit (a program or some information) by radio or television".  If that is the case, how is it Xfinity charges a monthly "broadcast" fee if there is nothing being broadcasted/transmitted to my home for any of the channels?
Please help me understand...please do not use the response of "it is charged to all cable customers.  That is not a sufficient answer.  Charging customers for a service for which nothing is received is not good business.

The Broadcast TV Fee is an itemized charge on your bill that is based on the costs of providing the local broadcast stations that we carry on our cable systems in each area. These costs include the fees that broadcast stations charge us to carry them on our cable systems, which are among the fastest-growing components of our programming costs.
