Safety Hazzard

There has been a damaged trunk line in our neighborhood since January. Someone came out and ran a temporary line but it runs across the sidewalk in 2 locations and also runs across 2 driveways. As a result, we have experienced numerous outages. Fast forward to May and the temp cable is still there. Several weeks ago, someone came out and pulled a new trunk line but the work has not been completed. Now in addition to the trip hazards from the temp line, there is a big cable sticking up out of the ground in 2 places that someone could get hurt by. Support has been no help in getting this resolved. How can we get someone's attention at Comcast to get this fixed?
